Below are the finalized guidelines of the Alert Level system by the IATF (Inter-Agency Task Force for the Management of Emerging Infectious Diseases):
Alert Level 1
Refers to areas wherein case transmission is low and decreasing, total bed utilization rate, and intensive care unit utilization rate is low.
- No more restrictions in terms of indoor and outdoor capacities. Everyone can undertake intrazonal and interzonal travel without regard to age and even comorbidities.
- Except for those located in areas under granular lockdowns (areas identified as
"critical zones" by the LGU), all establishments, persons, or activities, are allowed to operate, work, or be undertaken at full on-site or venue/seating capacity provided they follow minimum public health standards.
Alert Level 2
Refers to areas wherein case transmission is low and decreasing, healthcare utilization is low, or case counts are low but increasing, or case counts are low and decreasing but total bed utilization rate and intensive care unit utilization rate is increasing.
- Movement of persons shall be allowed but reasonable restrictions may be imposed based on age and comorbidities according to the LGU.
- Intrazonal and interzonal travel for persons not otherwise required to remain at their residences may be allowed subject to the reasonable regulations of the LGU of destination.
- Indoor tourist attractions and MICE venues are allowed to operate at a maximum of 50% capacity.
- Dining: 70% outdoor venue capacity for individuals regardless of vaccination status; 50% indoor venue capacity for fully vaccinated individuals only and those below 18 years old, even if unvaccinated.
- Staycations allowed to operate at 100%; unvaccinated guests are allowed but must submit a negative RT-PCR test result taken not more than 48 hours before check-in or arrival, while those under 18 years old that are not yet fully vaccinated are exempted from the testing requirement.
Alert Level 3
Refers to areas wherein case counts are high and/or increasing, with total bed utilization rate and intensive care unit utilization rate at increasing utilization.
- Movement of persons shall be allowed but reasonable restrictions may be imposed based on age and comorbidities according to the LGU.
- Intrazonal and interzonal travel for persons not otherwise required to remain at their residences may be allowed subject to the reasonable regulations of the LGU of destination.
- Indoor tourist attractions and MICE venues are allowed to operate at a maximum of 30% capacity.
- Dining: 50% outdoor venue capacity for individuals regardless of vaccination status; 30% indoor venue capacity for fully vaccinated individuals only and those below 18 years old, even if unvaccinated.
- Staycations allowed to operate at 100%; individuals of all ages are allowed to check-in, however, only those 18 years old and above who are fully vaccinated shall be allowed to book their stay.
Alert Level 4
Refers to areas wherein case counts are high and/or increasing, with total bed utilization rate and intensive care unit utilization rate at high utilization.
- Individuals below 18 yrs old and above 65 yrs, those with immunodeficiencies, comorbidities, or other health risks, and pregnant women are not allowed outside respective residences unless for work and obtaining essential goods.
- MICE venues and indoor/outdoor tourist attractions are not allowed to operate.
- Dining: 30% outdoor venue capacity for all individuals regardless of vaccination status; 10% indoor venue capacity for vaccinated individuals only.
Alert Level 5
Refers to areas wherein case counts are alarming, with total bed utilization rate and intensive care unit utilization rate at critical utilization.
- Dining establishments are only open for delivery and take-away.
- All tourism activities are suspended / not operational.
